[2013 update] NREGA and related activities

Saathi Ranjit was active in organising a kaam maango yaatra in Forbesganj block of Araria in June this year. Large scale works are supposed to be opened on 15th October every year.  To make sure that these works get opened, our saathis have already prepared unemployment allowance (UA) letters to ensure that there will be pressure on the administration to open works as soon as possible or they will be liable to pay UA. Along with the Manoranjan Jha Trust the first ever kaam maango padyatra was organised in Saharsa, with saathi Arvind (a young activist from Patna) and Shivnarayan taking the lead. So far, we are waiting for 15th October to see some first real works open in Saharsa.

26 अप्रैल, 2013 ग्राम पंचायत चित्तोरिया बूढ़े टूटे लोग कड़ी धुप में पोखर में मिट्टी काट रहे हैं, हमारी साइकिल जब साईट के नज़दीक पहुँचती है तो दूर से ही कुछ महिलाएं रोक कर हमें बताती हैं की वो साईट पर काम नहीं कर रहीं, अभी उन्हें घर चलाने का पैसा नहीं और मकई काटने में उन्हें रोज़ नगद पैसा मिल रहा है. साईट पर बात चीत में धीरे धीरे मजदूर खुलता है उसे गुस्सा है की अभी भी चार महीने पहले जो काम उन्होंने किया था उस का भुगतान उन्हें नहीं मिला है. हम लोग लिस्टें बनाते हैं, लगभर 60 लोगों का 4 से 9 दिन का भुगतान बाकी है. सरकार सबसे गरीब (mostly landless dalit workers) से उधार पर काम करवा रही है! गुस्से में लोग ढेरी बातें कहते हैं, वह उग्र हैं और मार पीट की बात बार बार उठती है!

27 अप्रैल 2013, हम फ़रियाद ले कर DDC कटिहार के पास जाते हैं – महोदय चित्तोरिया जैसी पंचायतों में जहां मजदूर जागृत है और संगठित हो कर काम मांग रहा है, पूर्व में बढ़िया काम कर के दिखा चुका है वहाँ बड़े काम ठेकेदारों के माध्यम से ना करा कर मजदूर से मनरेगा में कराएं, आश्वासन मिला है हर बार की तरह, मैंने उसे समेट कर अपने झोले में रख लिया है हर बार की तरह. आज ही और भी बातें सामने आयी हैं मोहनपुर पंचायत में PRS ने लिखित में मेठ से जवाब माँगा है – “आपकी मिट्टी कम क्यों कटी है?” PRS काम की जगह पर रह कर काम नहीं कराते हैं, मेठ को कोइ प्रशिक्षण नहीं, कार्यस्थल व्यवस्था के नाम पर कोई सहूलियत नहीं पर मट्टी नापी जाती है ‘सोने’ की तरह. काम माँगने पर पूरा काम नहीं मिलता, भुगतान आने में हफ़्तों से महीनों लग जाते हैं और मिट्टी नापने में मजदूरी काटी जाती है, क्या हमारा गुस्सा होना वाजिब नहीं? वोट के लिए कानून बनाया जाता है और फिर उसे लागू करने के लिए कोइ व्यवस्था नहीं, क्या हमें गुस्सा नहीं आयेगा, हैरत तो इस बात की है की हमें इतना कम गुस्सा क्यों आता है?

7 मई, 2013 कटिहार के एक साथी गुस्से में मुझे फ़ोन करते हैं और बताते हैं की सैकड़ों लोगों ने मनरेगा में काम माँगा था और आज जो मस्टर रोल निकला है उस में आधे लोगों का नाम छूट गया है. आगे वह कहते हैं “हम कल ब्लाक जा रहे हैं”. स्पष्ट है की गुस्से में मजदूरों ने ब्लाक के घेराव का निर्णय लिया है. अररिया से हम दो साथी अगले दिन दोपहर में ब्लाक पर पहुँचते हैं, सैकड़ों मजदूर धूप में ब्लाक की ओर बढ़ रहे हैं, हाथ में संगठन की झंडी, कई साइकिल बाकी सैकड़ों कई किलोमीटर से पैदल बढ़ते आ रहे हैं, उनमें गुस्सा है, कुछ लोग कर्मचारी और अफसर को झाड़ने के लिए कड़वे शब्दों के साथ झाडू भी लाये हैं! गीत, गाने और नारों के बीच बात चीत भी हो रही है. पुलिस बल आया है, हमारे जैसे कुछ टूटे फटे घरों के थोड़े पढ़े लिखे बच्चे इनके सिपाही हैं, क्यूँकी गरीब मजदूर के पास इन नौकरियों के सिवा आराम की ज़िंदगी का कोई और रास्ता नहीं. बहुत कडवी बातें कहीं जा रहीं हैं, लोगों का आक्रोश बस कल का नहीं सालों से हो रही नाइंसाफी का है. क्या हमें इंसान की तरह जीने का हक़ नहीं? क्या हमारे पास भी रोटी, कपड़ा, मकान, स्वास्थ्य और शिक्षा की गारंटी नहीं होनी चाहिए?

Tech upgrade:

The start of 2013, fueled by the AID technology grant and active techie volunteer, Vibhore, brought a slew of useful gadgets to JJSS. We installed a new laptop and printer setup, especially making full use of the latter for in-house printing and photocopying. But the most visible addition has been the pico projector that has given us the opportunity to hold impromptu film screenings at meetings and other places, without having to rent a generator or sound system. Whether it was Peepli Live or India Unheard or Chak De or lion king or Meena or other children’s films, the screenings have always provoked response. It has motivated us to build a library of meaningful cinema.

Another medium that got digitized is the prachar geet for May Diwas. Instead of recording audio cassettes, we used a phone and SD card setup to record the 4 minute prachar audio that was played out from loudspeakers to create awareness about Mazdoor Diwas and our fight for the minimum wages. Vibhore has also introduced tablets to JJSS full timers, who have shown a lot of interest and potential in using the tablets for accessing online job card registers, work demand, muster rolls, and pay advices. The tablets are also being used as part of a campaign for verifying job card and post office account details.
